Who it is for
Whoever hires a self-employed carrier has to issue it
The duty falls on whoever hires the carrier, not on the driver. It reaches you through two routes.
You hire self-employed carriers directly
A manufacturer, distributor or wholesaler booking trips with a self-employed carrier. Every operation requires a CIOT, and the freight has to be paid electronically.
- CIOT issued from freight you have already closed
- Driver payment tied to the operation
- Receipt linked to the order and the run sheet
You subcontract self-employed carriers at peak
When your own fleet cannot absorb the volume, the trip goes to a self-employed carrier — and the duty to issue and to pay electronically becomes yours.
- Issue at volume without retyping anything
- RNTRC status checked before hiring
- Report of CIOTs issued per period
How it works
Four steps, all inside the operation
No step asks you to open another portal or retype data the system already holds.
- 01
Close the freight
The route, the amount and the driver are already in the freight closing your team uses today.
- 02
Check the carrier
The system validates the RNTRC status and the carrier details before issuing is unlocked.
- 03
Issue the CIOT
Issuance runs through the freight electronic payment institution accredited by ANTT, and the code is written onto the operation.
- 04
Pay and file
Freight payment happens electronically and the receipt stays attached to the run sheet, ready for audit.
What the module does
The regulatory duty, inside your own flow
Issued from the freight
The CIOT comes out of freight closing, with route, amount and driver already filled in.
RNTRC check
The carrier’s registration status is verified before issuing is unlocked.
Electronic payment
The carrier’s freight is paid through the accredited IPEF, with the receipt bound to the operation.
Cancel and amend
Correct or cancel the operation following ANTT rules, without opening a ticket.
Auditable history
Every issuance stays linked to the run sheet, the order and the payment receipt.
Toll voucher
Record the mandatory toll voucher alongside the operation, in the same place.
Batch issuance
Close the day’s trips and issue them in one go instead of one by one.
Reports for finance
Pull CIOTs issued, amounts paid and outstanding items by period.
API and integrations
Bring operations in from your ERP and send the issued CIOT back to your system.
CIOT questions
What people ask before signing up
Informational content about ANTT regulation. It does not replace legal advice.
What is the CIOT?
It is the Transport Operation Identifier Code. ANTT regulation requires it to be generated for road freight transport operations that hire a self-employed carrier.
Who has to issue it?
Whoever hires the self-employed carrier: the shipper, a carrier that subcontracts, a cooperative or a multimodal transport operator. The duty belongs to the party hiring, not to the driver.
Do I need one for my own fleet?
No. The requirement applies when you hire a self-employed carrier. A trip run with the company’s own vehicle and driver does not generate a CIOT.
Does the freight have to be paid electronically?
Yes. Freight for a self-employed carrier must be paid through a freight electronic payment institution, and the payment stays tied to the operation.
What happens if I do not issue it?
The operation is irregular and exposed to a fine from ANTT, on top of the risk during roadside enforcement. The classification and the amount follow the agency’s current schedule.
Does the carrier need an active RNTRC?
Yes. Without an active RNTRC the self-employed carrier cannot be hired for the operation. Meu Rastreio checks that status before issuing.
Is Meu Rastreio the payment institution?
No. Issuance and payment run through a freight electronic payment institution accredited by ANTT. Meu Rastreio wires that flow into your operation so you do not retype everything in another portal.
Can it integrate with my ERP?
It can. Operations can arrive through an integration or the API, and the issued CIOT goes back to your system.
